What's right is right. Sonya Kantor knows this slogan—she lived by it for most of her life. For decades, everyone in the Seattle-Portland megalopolis lived under it, as well as constant surveillance in the form of the Insight, an ocular implant that tracked every word and every action, rewarding or punishing by a rigid moral code set forth by the Delegation. Then there was a revolution. The Delegation fell. Its most valuable members were locked in the Aperture, a prison on the outskirts of the city. And everyone else, now free from monitoring, went on with their lives.

Publisher's Summary
No one at Meetpoint Station had ever seen a creature like the Outsider. Naked-hided, blunt toothed and blunt-fingered, Tully was the sole surviving member of his company -- a communicative, spacefaring species hitherto unknown -- and he was a prisoner of his discoverer/captors the sadistic, treacherous kif, until his escape onto the hani ship The Pride of Chanur.
Little did he know when he threw himself upon the mercy of The Pride and her crew that he put the entire hani species in jeopardy and imperiled the peace of the Compact itself. For the information this fugitive held could be the ruin or glory of any of the species at Meetpoint Station.

Excellent political sci-fi
I've read this series several times before, but it was great to sit back and listen to it. Character voices are distinct and the alien terms are pronounced smoothly.
The only downside is that the narrator skips over the '####' that denotes a static sound effect, which impacts the meaning of some dialogue.
